I have got a 2009 Chevrolet Cruze. Why do the stabilitrak and T/C only come on occasionally on startup, and not all the time?

The lights only come on when Stabilitrak and Traction Control are turned off.

RTFM, it explains how a quick press on the button on the gear console surround switches one off, while a longer press turns off the other as well.

Both are still active and guard on some standby mode,

the control lights is turning on and flashing when ESC is turning on in active mode,

for example in some long slide with quite high speed, or even if you just start rapidly and move with turned wheels.

It helps also when you go straight across the traffic turbo circle (my favorite example)
