Eco 1.4 Head/Timing

I'm sorry all if this is posted elsewhere, A 1 day project has turned into 3, and I just don't have the time.  Replacing head on 2012 eco 1.4,  in the removal of the head, what could be best described as a bullet shell casing was discovered in cylinder one (it also has a spring in it),  I'm an above average mechanic, but cant figure out where this goes (I'm thinking timing), and can't find anything else about it. Anybody got Ideas?
